As of today, all health and human services agencies (HHS), including the State Department of Health Services, are stepping up their efforts to protect all types of confidential information and continue to comply with state and federal requirements for confidential information. As part of these efforts, HHS has developed a unified data usage agreement for use throughout HHS for all contractors and subcontractors who have or will have access to HHS`s confidential information. Information can be found on HHS`s public website. The PCS Services team organizes administrative and customer-related procurement for HHSC, DSHS, and DFPS. Client purchases include services to support clients living in government-run facilities, necessary services for child protection and adult protection DFPS clients, and health-related services for DSHS clients and government disaster services. The HUB program office provides customer service to the agency`s procurement and contracting staff, sponsors, HUB companies, and prime contractors. It develops and implements policies to ensure strict compliance with state laws and by-laws that govern the program. They train the agency`s internal and external clients on the requirements of the HUB; Facilitate hub contractual requirements for requests valued at $100,000 or more throughout the life cycle of a contract; the commercialization of the Agency`s HUB program and procurement opportunities to promote the use of the HUB; Management of the Mentor-Protected Program; and track and prepare hub data for analytical reporting and analysis. Unlike the purchase of goods or services, subsidies are used to promote a public objective by creating or supporting an activity. Grants are strategic investments in our state and its future, no different from investments in new schools, roads or other infrastructure. Through careful design and planning, properly calling grant applications is critical to turning financial support grants into a powerful tool that educates and advances public policy while improving outcomes for Texans. For more information on grants, see grants. Level I of Health Services handles the most complex purchases. The services purchased by this group include a wide range of health services, from large pharmaceutical supply contracts to the supply of managed care organizations in our state. The dollar values of these purchases typically range from one hundred million to tens of billions. Most of the time, this team advertises through the RFP method.

However, the team also processes purchases for professional services that use the Request for Qualifications method. The Complex Automated Information Systems team supports HHSC and DFPS information technology by procuring computers and computer equipment and services related to the automation of an information system, including: computer software or computers; telecommunications equipment or equipment used in the context of a voice, data or video communications network for sending, switching, routing, multiplexing, modulation, amplification or reception of signals on the network; and IT staff development services. Administrative goods purchase items such as furniture, equipment, household appliances, office supplies and paper, building materials, vehicles, and other goods necessary to support the administrative staff of all HHSC organizations. HHSC`s Procurement and Contracting Services division awards thousands of contracts for billions of dollars in goods and services — from health services, construction and IT procurement to grants — that change the lives of Texans. We are committed to working smart and working together for Texans. Texas Health and Human Services offers hundreds of programs and services that help more than 7 million Texans a month live a better life. The team primarily requests, through the Request for Proposal method, services to build new public hospitals, renovate old, outdated buildings, and can sometimes help achieve significant deferred maintenance. The complex construction team supports the HHSC Maintenance & Construction (M&C) program. The service team uses SPD futures, set-aside programs, including Texas Correctional Industries, WorkQuest, and TXMAS contracts, before entering into a competitive procurement for services. Competitive procurement is carried out under a tendering method (IFB). This process is best suited when services are standardized or consistent, with price and adherence to specifications being the most important considerations. The Contractor`s Financial Procedures Manual (CFPM) serves as a guide for DSHS subcontractors and subordinate subcontractors of DSHS sub-beneficiary contractors who must comply with the Uniform Grant Management Standards (SMU) and the Federal Financial Management Regulations. . .
